DSME Prepares to Handover Indonesia’s First Type 209/1400 Submarine After Initial Delays




Indonesia is about to receive its first South Korean-made submarine, after a delay of more than four months. Delays have been caused by modifications made to the platform after its initial sea trials, said DSME (photo : pr1v4t33r)

The Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut, or TNI-AL) and the Indonesian Ministry of Defence are currently preparing to receive the country’s first Type 209/1400 diesel-electric submarine (SSK) from South Korean company Daewoo Shipbuilding and Marine Engineering (DSME), sources from within the naval service told Jane’s on 27 July.

This information has since been corroborated with DSME’s officials, who confirmed that preparations are currently underway for the handover ceremony. “At the moment, [the work on] Nagapasa is completely finished, and [the vessel] is ready for delivery on 2nd August 2017”, said a DSME official who spoke to Jane’s on the same day.

Nagapasa , which has been given the pennant number 403, is part of a KRW1.3 trillion (USD1.1 billion) contract signed between DSME and the Indonesian government in December 2011. The contract comes with a technology transfer arrangement, which will see the first and second vessels built in South Korea, while the third boat will be produced at Indonesian state-owned shipbuilder PT PAL's premises in Surabaya in collaboration with DSME.

Nagapasa displaces approximately 1,280 tonnes when surfaced and 1,400 tonnes when dived. The vessel features an overall length of 61.2 m, an overall beam of 6.25 m, and a hull draught of 5.5 m. Powered by four MTU 12V493 diesel engines, the submarine can attain a top speed of 21.5 kt when dived, 11 kt when surfaced, and a maximum operating range of approximately 10,000 n miles at 10 kt while surfaced, according to specifications provided by DSME.


US Giving PH Military Drones for Reconnaissance, Surveillance




Department of National Defense (DND) Secretary Delfin Lorenzana confirmed today that the United States is giving the Philippines Boeing Insitu ScanEagle unmanned aerial vehicles (UAV) for reconnaissance and surveillance use.

This is after the US turned over two new Cessna 208B “Caravan” intelligence, surveillance and reconnaissance (ISR) aircraft.

“It be will be accepted by the Air Force [sometime this year]. This is aside the [Aerovironment RQ-11] Raven [hand-launched unmanned aerial vehicle] which was given for the use of the Marine Special Operations Group early this year,” he added.

“[The Americans] have given us a lot of equipment [this year], they are all brand-new,” Lorenzana pointed out.

ScanEagle is a small, long-endurance, low-altitude reconnaissance UAV and part of the ScanEagle Unmanned Aircraft Systems (UAS).

Last June, Naval Air Systems Command of the United States Navy released a solicitation document for the procurement of undisclosed number of ScanEagle from Insitu for the Philippine government with estimated value of $13.5M. The contract involves ScanEagle UAVs, spares, support equipment, tools, training, and support services.

IHS Jane’s estimated that with the mentioned estimated value, the Philippines will be getting 15 UAVs.

“Based on the procurements of other nations – in 2014 Yemen signed for a system of 12 ScanEagle vehicles for USD11 million – the Philippines’ follow-on system is likely to be made up of about 15 vehicles,” said IHS Jane’s.

Singapore and Malaysian Navies Conclude Bilateral Maritime Exercise






The Republic of Singapore Navy (RSN) and the Royal Malaysian Navy (RMN) participated in Exercise Malapura, a bilateral maritime exercise, from 18 to 28 July 2017. The opening ceremony, held on 19 July, was officiated by RSN Fleet Commander Rear-Admiral Cheong Kwok Chien and RMN Western Fleet Commander Vice-Admiral Dato' Mohamad Roslan bin Mohamad Ramli. The closing ceremony was held earlier today at the RSN's Fleet Command Building in RSS Singapura - Changi Naval Base.

Conducted since 1984, this year's exercise was hosted by the RMN and involved about 600 personnel from both navies. The participants carried out joint planning and training at Lumut Naval Base, and conducted conventional naval warfare and maritime security drills in the Malacca Strait. The RSN participated with a frigate (RSS Formidable), a missile corvette (RSS Victory), a patrol vessel (RSS Resilience) and a Sikorsky S-70B Seahawk naval helicopter. The RMN was represented by a frigate (KD Lekiu), a corvette (KD Kasturi), a patrol vessel (KD Selangor) and a Super Lynx helicopter.

Speaking on the successful completion of the exercise, Commander of the RSN Task Group, Colonel Anthony Lee said, "The good mutual understanding between our sailors was key to the successful conduct of this exercise. Both navies demonstrated high levels of interoperability during shore planning and various warfare serials at sea. This is testament of the good friendships and trust that have been forged over the years."


The RSN and RMN interact regularly across a wide range of activities. These include professional exchanges and courses, as well as multilateral activities under the ambit of the Five Power Defence Arrangements and the ASEAN Defence Ministers' Meeting (ADMM)/ADMM-Plus. The two navies have also been working closely to enhance maritime security through the Malacca Straits Patrol. These regular interactions strengthen mutual understanding and professional ties among the personnel of both navies, and underscore the warm and long-standing defence ties between both navies.

RAAF to Receive New Tech to Identify Electronic Threats




As part of the government’s second tranche of Defence Innovation Hub investments, a Sydney company will develop new technology for the Royal Australian Air Force (RAAF) that can autonomously identify electronic threats.

Saber Astronautics was awarded a $275,000 contract to develop the software to support the RAAF.

The contract is the first phase of a three-phase project using the company's advanced machine learning capability.

It is expected that the technology will not only have defence applications, but commercial, with Saber anticipating it will enable better communications between spacecraft operators and their satellites, especially during disruptive events such as solar flares.

Saber's director and chief executive Dr Jason Held said the contract came at the right time as Australia is looking to advance its space industry and technology with International Astronautical Congress arriving in Adelaide in September.

"This is great timing as it allows us to develop a key technology for secure communications at exactly the time that the Australian market is heating up," said Dr Held.

"Commercial small satellites are more susceptible to solar storms but still need to produce clean data for customers on Earth. We’re particularly excited to explore this potential more broadly with the Australian Air Force."

Saber Astronautics has nearly a decade of experience in applying machine learning to diagnostics, having demonstrated the technology previously on several NASA and commercial spacecraft. Using the technology to diagnose signals is a new application.

The company's mission statement is to reduce barriers to space flight, making it more accessible to people on Earth.

Jane’s sources have shed new light on a hitherto unseen anti-ship weapon/unmanned aerial vehicle (UAV)-like system – centred around a wing-in-ground-effect optimised airframe – that was initially circulated on Chinese internet discussion forums around May 2017 in a Mandarin language brochure with a redacted product designation.

Developed by defence prime China Aerospace Science and Technology Corporation's (CASC's) China Academy of Aerospace Aerodynamics (CAAA) subsidiary, the system has been given the product designation of CH-T1, although it is understood that the company prefers to identify it as the Ground Effect UAV (GEUAV) demonstrator.

The forward segment of the 5.8 m long GEUAV demonstrator is shaped like a conventional missile, with a cylindrical fuselage capped by an ogival nosecone where the radar seeker is located. Towards the rear is an unconventionally designed main body featuring two thick, long chord but short-span stubby wing structures running along the sides of its belly that combine to form a continuous wing-like undersurface. Two small outer wings can be found at the front of the main stub wings, along with upwards cranked V-tailfins at the rear that have an overall span of 3.8 m.

The air vehicle has a specified maximum take-off weight (MTOW) of 3,000 kg – although the prototype weighed significantly less during trials as it only carried partial payloads and fuel loads – and achieves take-off via rocket assisted catapult launch. It can be powered by either a turbojet or turbofan engine, which enables it to travel at a maximum speed of Mach 0.65 (802 km/h) while cruising at terrain hugging altitudes of 1–6 m. The engine draws its air from an intake located on top of its main body to avoid ingesting sea spray during low level flight overwater.

Indian Navy - First Two NOPVs Shachi and Shruti Launched by RDEL at Pipavav, Gujarat







eliance Defence and Engineering Limited (RDEL) today launched the first two Naval Offshore Patrol Vessels (NOPVs) at their shipyard in Pipavav, Gujarat. The ships are part of a five ship project being constructed for the Indian Navy. The two NOPVs, Shachi and Shruti were launched by Smt. Preeti Luthra, wife of Vice Admiral Girish Luthra, PVSM, AVSM, VSM, ADC; the Flag Officer Commanding-in-Chief Western Naval Command at the RDEL Shipyard Pipavav, Gujarat.

             The primary role of NOPVs is to undertake surveillance of the country’s vast Exclusive Economic Zone (EEZ) besides operational tasks such as anti-piracy patrols, fleet support operations, maritime security of offshore assets, coastal security operations, and protection of shipping lanes. The NOPVs would increase the ocean surveillance and patrolling capabilities of the Indian Navy.

              The NOPVs being constructed at RDEL are patrol ships and are armed with 76mm Super Rapid Gun Mount (SRGM) system along with two 30mm AK-630M guns which provide medium range and short range offensive and defensive capabilities. The armament is remotely controlled through an electronic Fire Control System. The ships are fitted with diesel engine driven propulsion systems and can deliver speeds upto 25 knots. All ship operations are controlled by an intelligent Integrated Platform Management System which has interfaces for all operational activities onboard the ship.

             Speaking on the occasion, Vice Admiral Girish Luthra, mentioned that the launch is a significant and milestone event, as these two NOPVs are the first warships to be launched by a private sector shipyard in India. He further noted that opening up of warship building to the private sector by the Indian Navy is an opportunity that the private sector must make full use of, and is an enabling factor for increased private sector participation in this key area of national capability. The CinC also mentioned that while we have constructed and commissioned a number of quality warships, our shipyards need to constantly strive to transform with an aim to achieve global standards in quality, productivity and build periods with focus on innovation, modern techniques, and processes, and all round efficiency. He added that projects need to be implemented as per planned schedule. He stated that in addition to meeting national requirements, the shipyards should also focus on export orientation.

             The CinC also complimented Reliance Defence and Engg Ltd and their workforce, and the Navy’s warship overseeing and Quality Assurance teams, for their perseverance and efforts to reach this important milestone, and mentioned that he looked forward to commissioning of Shachi and Shruti into the Indian Navy in the near future.

Video released by the Jordanian military reveals for the first time footage of a November gunbattle that left three U.S. Army Green Berets dead, including Matthew Lewellen of Kirksville, Mo.

The video shows the three soldiers arriving at the al-Jafr base in southern Jordan in two pickup trucks. They were then attacked by a Jordanian soldier who later said he feared the base was under attack.

The victims of the shooting were 27-year-old Lewellen, a staff sergeant; Staff Sgt. Kevin J. McEnroe, 30, of Tucson, Ariz., and Staff Sgt. James F. Moriarty, 27, of Kerrville, Texas.The Jordanian government initially said the Americans had disobeyed entry procedures at the base but later withdrew that claim. The government also claimed that an American had been the first to discharge a weapon, according to James R. Moriarty, the father of another slain soldier.

The Jordanian soldier responsible for the deaths, 1st Sgt. Marik al-Tuwayha, was eventually sentenced to life in prison with hard labor, and Jordan’s military said in a statement Monday that he had “acted against orders and military instructions and had not acted in self-defense,” The Associated Press reports.

Lewellen’s parents recalled to The Star in March the horrible aftermath of learning their son had been killed. They said they believed their son had been murdered and that politics complicated matters.
