Cambodia to Purchase Four L-39 Jets from Czech
Prime Minister Hun Sen has announced that the government will purchase more Czech-made surveillance aircraft and weapons in a move to strengthen the Kingdom’s defence and national security.
Speaking at a joint press conference with Czech Prime Minister Andrej Babiš on Monday, Mr Hun Sen said the purchase includes Czech-made Aero L-39 Albatros surveillance aircraft.
“I wish to say that in the past Cambodia already purchased six L-39 surveillance aircrafts. Now, I request for a discussion to purchase three or four more and import other light weapons to strengthen the Kingdom’s defence and national security,” Mr Hun Sen said.
Mr Babiš said that both countries discussed the matter.
“Cambodia has already had Aero L-39 Albatros. We will cooperate in the aviation sector,” Mr Babiš said. “Our arms producers will supply weapons to police and soldiers.”
In the press conference, Mr Hun Sen also expressed his gratitude to the Czech government for cancelling the debt Cambodia previously owed to the Czech Republic and also for turning the debt into development aid.
He also thanked the Czech government for providing scholarships to Cambodian students to pursue their study in the Czech Republic.
Mr Hun Sen said that between 1981 and 2019, the Czech government offered scholarships to 362 Cambodian students.
“Some of them, who used to study in the Czech Republic, are now working at various government’s ministries and institutions,” he said.
“I also wish to thank the Czech government for providing $1.5 million assistance each year to the Kingdom for six years, which began in 2018 until 2023 to support development projects in Cambodia,” Mr Hun Sen added.
RNZN Decommissions Two Inshore Patrol Vessels
Two Royal New Zealand Navy Inshore Patrol Vessels, HMNZS Pukaki and HMNZS Rotoiti, were decommissioned today at a formal ceremony at Devonport Naval Base in Auckland.
The decommissioning of the two Inshore Patrol Vessels (IPVs) was signalled in the Defence Capability Plan that was publicly released earlier this year.
In the plan, the intention to remove two of the four Royal New Zealand Navy (RNZN) IPVs from service and dispose of them was explained.
Chief of Navy Rear Admiral David Proctor said operational experience with the IPVs had shown that specific tasks required of the naval patrol force were better conducted by the RNZN’s larger Offshore Patrol Vessels (OPVs).
“At the time of their entry into service, the IPVs provided operational capability around our coastline. But now we have a far greater need to project a presence further afield and that’s something these ships simply weren’t built to do,” Rear Admiral Proctor said.
Constructed in Whangarei and commissioned in 2009, the four IPVs, HMNZ ships Hawea, Taupo, Rotoiti and Pukaki, have been deployed on fishery monitoring, search and rescue, border security and maritime surveillance around New Zealand’s coastline and, occasionally, further afield.
Regulatory changes in 2012 resulted in operating restrictions around speed and sea states being imposed on them, although the RNZN sometimes granted a waiver.
Subsequently the RNZN assessed them as no longer being suited to the heavy seas typically encountered off New Zealand and further afield.
“The Navy identified that a better capability outcome would be achieved using the current OPVs, HMNZS Otago and Wellington, supplemented with a planned Southern Ocean Patrol Vessel in the mid-2020s,” Rear Admiral Proctor said.
The two remaining IPVs would continue to play a role in providing local fishery monitoring and border protection patrols, as well as providing important Officer of the Watch training and command opportunities for junior officers, he said.
A project team has been set up to investigate disposal options for the two IPVs and to manage the process.
A final decision is expected next year on the best method of disposal.
Rear Admiral Proctor was joined at the decommissioning ceremony by former Commanding Officers and crew of the two IPVs.

FORT BONIFACIO, Metro Manila – The Philippine Army sent a delegation to attend the 2019 Seoul International Aerospace and Defense Exhibition (ADEX) in Korea that runs from Oct.14-20, 2019.
ADEX is a biannual event where the latest aerospace and defense innovation and technology is being showcased by about 400 exhibitors from at least 30 countries. The delegation is led by the Army Commanding General Lt. Gen. Macairog S. Alberto.
The Army is set to acquire more air assets in the future after the upgrade of its Army Aviation Battalion into the Army Aviation Regiment early this month. It aims to equip the regiment with attack helicopters, reconnaissance helicopters, and multi-purpose medium lift helicopters. Its engagement in ADEX and similar events is a step towards strengthening its aviation and air defense capabilities.
The highlights of the show are the indoor and outdoor exhibitions. Part of the indoor exhibitions are aircrafts, unmanned aerial vehicles, space material, weapon systems mock-up and full scale, simulator, weapon systems equipment, ground and naval weapons and equipment, and others related to airport facilities. While the outdoor exhibitions include new fighter, military transport aircraft, cargo aircraft, helicopter and civil aircraft, ground equipment such as self-propelled/mobile artillery, armoured fighting vehicle and unarmored vehicle.
Like other exhibitions in the defense industries, the ADEX also holds seminars, conferences, and symposiums aligned with the event.
“The Philippine Army is geared towards enhancing its aviation and air defense capability to address the fast evolving threats faced by the country as well as to put an end to insurgency,” Alberto said.

The Royal New Zealand Navy has shared first photos of the upgraded Anzac-class frigate HMNZS Te Kaha.
The most notable change following the upgrade was the ship’s new fore & aft masts which house a suite of electronic warfare equipment necessary for the Lockheed Martin Canada-developed CMS 330 combat management system.
Lockheed Martin Canada’s CMS 330 combat management system was initially developed for Canada’s Department of National Defence and then modified for the Royal New Zealand Navy with Canada’s support.
HMNZS Te Kaha was the first of two NZ Navy frigates to undergo the extensive modernization, arriving at Seaspan’s shipyard in Victoria, British Columbia, in March 2018.
Under a contract signed between the New Zealand government and Lockheed Martin Canada in 2014, HMNZS Te Kaha was fitted with updated equipment and systems including the combat management system, radar and underwater sonar.
Te Kaha’s sister ship, HMNZS Te Mana, arrived in Canada for the same treatment in March 2019.
In addition CMS upgrades, the frigates are also receiving MBDA’s Sea Ceptor vertical launched, active Common Anti-Air Modular Missile (Maritime) – CAMM(M) which will replace the current RIM7P NATO Seasparrow missile system.
Hanwha Defense Unveils New Amphibious Assault Vehicle

South Korean company Hanwha Defense has unveiled a scale model of its next-generation tracked amphibious assault vehicle at the 2019 Seoul International Aerospace and Defense Exhibition (ADEX).
The Korean Amphibious Assault Vehicle II (KAAV II) is currently being developed for the Republic of Korea (RoK) Marine Corps, said YoungHo Koo, team leader of propulsion and suspension in the Hanwha Defense KAAV II programme group.
The new platform is intended to replace around 200 of the first version of the KAAV currently in operation with the RoK Marine Corps, he said. The KAAV is based on the AAV7A1 amphibious assault vehicle.
Koo said initial development of the KAAV II, which is supported by South Korea's Agency for Defense Development (ADD), is scheduled to be completed by 2022. At that stage Hanwha Defense will hand over to the ADD two prototypes for trials - one for land trials and one for sea trials.
Koo added that second-stage development of the KAAV II will take place between 2023 and 2028, leading to the start of mass production in 2029. Hanwha Defense plans to build the platform at its production facilities in Changwon.
Koo added that the majority of the vehicle will be built by local industry, although the engine and transmission will be imported, at least initially. The engine will be sourced from Germany's MTU, while Canadian company Kinetics Drive Solutions - a subsidiary of Singapore Technologies Engineering - will provide the transmission.
Russia Expects to Fulfill a Contract with Indonesia on the Su-35
The contract with Indonesia for the supply of Su-35 fighters is valid, Dmitry Shugaev, director of the Federal Service for Military-Technical Cooperation (FSVTS) of Russia, told reporters in Belgrade. According to him, Russia expects to begin its implementation in the foreseeable future.
“Su-35 is not a closed topic, we will talk about development,” said Mr. Shugaev (quoted by Interfax). The head of the FSMTC expressed hope for a decision on the implementation of this contract.
At the end of 2018, Indonesian Air Force spokesman Novyan Samega did not rule out that the supply of the Su-35 could be in jeopardy due to U.S. sanctions. Then it was reported that in case of refusal of Russian fighters, Indonesia will choose the American F-16 Viper. According to Mr. Samega, Jakarta "needs to use a combination of fighters of both eastern and western production."
Before that, Kommersant learned that the shipments planned for October of this year to Indonesia, the Su-35, are being delayed, since the authorities of this country are waiting for guarantees from the United States that they will not apply sanctions due to cooperation with Rosoboronexport.

Faulty Pakistan Army trainer aircraft crash-lands near Wazirabad
A Pakistan Army Aviation Mushak trainer aircraft crash-landed in the Wazirabad area of Gujranwala district on Saturday.The two pilots remained safe in the incident.
According to sources, an Army captain and an instructor were on board the aircraft. The plane reportedly developed a technical fault and the crew had to put down the aircraft in a paddy field.
Earlier in July, a small military plane went down in a populated area on the outskirts of Rawalpindi, killing all five crew members on board and at least 13 people on the ground.
The aircraft – belonging to Pakistan Army Aviation – was on a routine training flight when it crashed in a ‘built-up’ area near Mora Kalu.
