Pakistan thinking of buying Chinese Type 041 submarines with IMF/Chinese loans

Pakistan has 10-11 billion dollars in government reserves out of which 4-6 billion is borrowed.

So the only way they can buy these submarines is through more IMF or Chinese loans.
