Two MD530G Helicopters to be Placed at Lahad Datu Base by April

The Defence Ministry has announced that two McDonnell Douglas (MD) helicopters will be based at the Lahad Datu Forward Operating Base by April.

Its minister Datuk Seri Hishammuddin Hussein said the air defence asset was a light combat type helicopter used in security surveillance.

He added that the total assets to be kept at the base would be announced later but for a start, there would be the two helicopters.

"If we look at the MD helicopter, it is not the same as combat helicopters such as the Apache and Tiger but for now this asset is adequate for the threat we are facing in Sabah," he told reporters during his visit at the army Lok kawi camp here.

Also present were deputy chief minister Datuk Yahya Hussin, Army chief Tan Sri Zulkiple Kassim and Defence ministry Director-General Datuk Seri Abdul Rahim Mohd Radzi.

Hishammuddin added that the ministry was looking at another four or five aircraft for patrolling purposes along the east coast of Sabah.

"The decision on the asset was made based on technical and financial aspects and the packages offered."

Meanwhile, Hishammudin said the Trilateral Maritime Patrol (TMP) between Malaysia, Indonesia and Philippines will continue to be strengthened.

He added that a visit involving armed forces from three countries will be held at Tarakan in Indonesia next month as the follow up from last visit in Tawi-Tawi Philippines.

"The navy from both countries has implemented seven Rendezvous (RV) at Sulu sea since TMP was launched last June. "

On other development, Hishammuddin asked the relevant industries to channel some of their profits for Corporate Social responsibility for the army and retired personnel.

China Offers Rocket Laucher and Radar System Based in Johor

CHINA will offer Malaysia advanced rocket launchers and a radar system, to be based in Johor, reflecting the widening defence and trade ties between the two countries in the South China Sea region, sources told The Malaysian Insight.

The generous low-interest offer will be made by a high-level delegation headed by Chinese President Xi Jinping's special envoy visiting Malaysia for the East Coast Rail Link launch tomorrow.

"Up to 12 units of the AR3 multiple launch rocket system (MLRS) will be offered to Malaysia in a purchase programme with a loan period of 50 years," a source told The Malaysian Insight.

"The MLRS, which has a top range of 220km, will be located in Johor with a radar system," added the source, confirming The Malaysian Insight's report last April.

Malaysia has previously inked a deal to buy four littoral mission ships from China, its most significant purchase from the Middle Kingdom that was seen as a blow to its traditional defence suppliers in the West.
       
"The view from Beijing is that Malaysia is critical to peace and stability in the region," a regional diplomat told The Malaysian Insight.

The AR3 multiple launch rocket system is an artillery rocket system, developed by China's Norinco specially for export and was first unveiled in 2011.

The military-today.com website described the AR3 as currently the most powerful MLRS in the world that launches conventional and guided missiles.

The military portal said the AR3 is a multi-calibre rocket system with two pods and four launcher tubes for 370-mm rockets each, or five launcher tubes for 300-mm rockets.

The AR3 is based on the Wanshan WS2400 8x8 special wheeled chassis. The same wheeled chassis is used for most recent Chinese large-calibre multiple launch rocket systems.

Sources had said that an air defence and radar system in the southern part of the Malay peninsula could prove to be a sore point with Singapore, which China considers to be a proxy of the United States in the region.

Malaysia and Singapore are in the Five Power Defence Arrangement (FPDA) but the neighbours have been slowly building up their defence assets and have had some issues over airspace control.

Others in the FPDA set up to defend Malaysia and Singapore during the Cold War are the UK, Australia and New Zealand. – August 9, 2017.

Malaysia Bolsters Submarine Rescue Capabilities with USN Certification

The privately owned Malaysian submarine rescue ship, MV Mega Bakti, has received certification from the US Navy (USN) as an approved commercial vessel of opportunity (VOO), and can now be deployed to rescue distressed submariners, a senior Royal Malaysian Navy (RMN) confirmed on 17 January.

The certification, which was received in mid-2016 following a number of pre-screening processes by the USN, will further boost the submarine rescue capabilities in the region, said Rear Admiral Abdul Rahman Ayub, Submarine Force Commander of the RMN, on 17 January. He was speaking at the UDT Asia 2017 conference in Singapore.

Mega Bakti, which is owned by Malaysian company Target Resources, is currently contracted to provide submarine rescue services for the RMN.

Indonesia fighters intercept Malaysian C-130 over South China Sea

A pair of Indonesian Air Force fighters approached a Royal Malaysian Air Force C-130 cargo plane while the latter was in the vicinity of Natuna Islands in the South China Sea.

Malaysia’s Defense Minister Hishammuddin Hussein confirmed the incident during his visit to a bazaar. He added that the plane was on its way to Labuan, Sabah and his ministry is in the process of getting a full report on the incident.

Malaysian Maritime Enforcement Agency (MMEA) To Obtain Nine Patrol Ships Including New Generation OPV

The government allocates RM1.3 billion to build nine more patrol ships for the Malaysian Maritime Enforcement Agency (MMEA) to increase assets and boost its capability.

MMEA director-general Maritime Admiral Datuk Ahmad Puzi Kahar said the first patrol ship was expected to be completed at year's end while the rest would be obtained in stages in the subsequent years.

He said three of the patrol ships were the bigger new generation Offshore Patrol Vessel (OPV) which were equipped with sophisticated Unmanned Aerial Vehicles (UAV).

"The ships are being built in the country with the cooperation of a company from Germany. So, there is a transfer of technology which can boost the capability and benefits the national shipping industry," he said.

He said the new generation OPV is a bigger patrol ship measuring 80 metres and upwards, and the three would be built at a cost of RM740 million.

Ahmad Puzi said this in a media conference which was held in conjunction with the launching of Ops Pagar Laut at the Tun Abang Salahuddin Maritime Complex Jetty (KOMTAS), at Muara Tebas here, today.

He said Ops Pagar Laut, which was started at the beginning of Ramadan, gravitated around controlling the territorial water and national entry points which were hotspots, around which monitorings were boosted with the presence of three MMEA assets daily.

He said the launching today was also held after the wife of the Sarawak Yang DiPertua Negeri, Toh Puan Raghad Kurdi Taib, consented to hand over Aildifitri contributions to MMEA members this evening at KOMTAS.

According to Ahmad Puzi, MMEA always ensured that not more than 25 per cent of MMEA members were allowed to take leave during the holiday season, regardless of whatever celebration or festivity, to ensure its service would always be at its peak.

Malaysia’s envoy to Pakistan says KL interested in JF-17

Malaysia is considering as one of the option to purchase JF-17 Thunder fighter jets from Pakistan and a deal will be finalised between the two countries after completing required formalities.

Malaysian High Commissioner to Pakistan Dr Hasrul Sani said his country wanted to purchase JF-17 Thunder from Pakistan. “Pakistan and Malaysia are enjoying excellent relations in defence as a result of a joint committee which played role as an active forum,” he said.

He said that this jet fighter was considered an excellent production of Pakistan in the defence sector and a decision about numbers would be taken very soon by the Malaysian government. He expressed his satisfaction over Pakistan-Malaysia bilateral relations and said that both the countries were enjoying cordial and fraternal bilateral relations especially in trade, economy and defence.

He said that Pakistan was one of the largest trade partner of Malaysia with a total trade volume of more than two billion dollars and that could be enhanced further in future times. He said that Malaysian companies were keen to invest in different sectors in Pakistan.

He also said that Malaysian investors may keen to invest in Pakistan again as the security situation had improved owing to the efforts of the government especially after the success of the Zarb-e-Azb military operation against terrorists. He said that Malaysian companies were looking for joint ventures with Pakistani companies through chambers of commerce to invest in mining and energy sectors especially in hydro power projects.

He said that the government of Pakistan should provide proper infrastructure, good banking system besides one window services to international companies to attract them for investment. He said that many Malaysian and other international companies were interested to invest in various projects in Gwadar but could not come due to non-availability of proper infrastructure and facilities.

He said that Pakistan was a blessed country with an important strategic position and it should take maximum advantage from this position for the development and betterment of the nation through economic revolution. “We are happy over the announcement of CPEC and this project will attract multi billion dollars investment to Pakistan as it is being considered one of the biggest indicators for the better economic future of Pakistan,” he said.

“CPEC will change the entire economy of Pakistan and it will be a huge project which will open many windows of development in Pakistan. It will not only beneficial for Pakistan and China but also for the entire region as well as whole Asia,” he said. The high commissioner also appreciated efforts of Pakistan for bringing peace in Afghanistan and lauded its role for holding Heart of Asia conference.

He hoped there would be a permanent peace and stability in Afghanistan due to the efforts of neighbouring countries. He said that Pakistan should also focus on enhancing its trade relations with the Association of Southeast Asian Nations (ASEAN) member states as there was a great scope of exporting Pakistani goods especially rice beside other items to ASEAN countries. Malaysia was the largest importer of rice and mangoes from Pakistan and was focusing meat and other halal foods, he said.

He also said that the High Commission of Malaysia would very soon extend the invitation to President Mamnoon Hussain to visit Malaysia. He said that more than 4,000 Pakistani students were studying in various Malaysian educational institutions and he expected more in the coming years. He said that about 80,000 Pakistani tourists were visiting Malaysia annually and there were numerous scope of more tourists in future years.

Saudi Arabia on Tuesday (Dec 15) announced the formation of a 34-state Islamic military coalition to combat terrorism, according to a joint statement published on state news agency SPA.

A long list of Arab countries such as Egypt, Qatar, the United Arab Emirates, together with Islamic countries Turkey, Malaysia, Pakistan and Gulf Arab and African states were mentioned in the statement.

"The countries here mentioned have decided on the formation of a military alliance led by Saudi Arabia to fight terrorism, with a joint operations centre based in Riyadh to coordinate and support military operations," the statement said.The announcement cited "a duty to protect the Islamic nation from the evils of all terrorist groups and organisations whatever their sect and name which wreak death and corruption on earth and aim to terrorise the innocent."

Shi'ite Muslim Iran, Sunni Saudi Arabia's archrival for influence in the Arab world, was absent from the states named as participants, as proxy conflicts between the two regional powers rage from Syria to Yemen.

The United States has been increasingly outspoken about its view that Gulf Arab states should do more to aid the military campaign against the ultra-violent Islamic State in Iraq and Syria (ISIS) militant group.

In a rare press conference, 30-year-old Crown Prince and Defence Minister Mohammed bin Salman told reporters that the campaign would “coordinate” efforts to fight terrorism in Iraq, Syria, Libya, Egypt and Afghanistan, but offered few concrete indications of how military efforts might proceed.

“There will be international coordination with major powers and international organisations ... in terms of operations in Syria and Iraq. We can’t undertake these operations without coordinating with legitimacy in this place and the international community,” he said without elaborating.

Asked if the new alliance would focus just on ISIS, he said it would confront not only that group but “any terrorist organisation that appears in front of us.”

Saudi Arabia and its Gulf Arab neighbours have been locked in nine months of warfare with Iran-allied rebels in neighbouring Yemen, launching hundreds of air strikes there.

Especially after a rash of attacks on Western targets claimed by ISIS in recent months, the United States has increasingly said it thinks that firepower would better be used against ISIS.

As a ceasefire is set to take hold in Yemen on Tuesday alongside United Nations-backed peace talks, Riyadh’s announcement may signal a desire to shift its attention back toward the conflicts north of its borders.

ISIS has pledged to overthrow the monarchies of the Gulf and has mounted a series of attacks on Shi’ite Muslim mosques and security forces in Kuwait and Saudi Arabia.

Malaysia will Purchase Eight MD-530G Helicopter

Malaysia is expected to sign for at least eight MD-530G light attack scout helicopter in late November. The helicopters to be operated jointly by the RMAF and the Army are expected to be deployed in ESSCOM once delivered.

Industry sources told Malaysian Defence, officials were working feverishly to ensure that the signing ceremony could be held in November when Malaysia is scheduled to host the East Asia summit.

However, if the agreement could not be worked out for the signing ceremony this November, the deal could be made official at the DSA 2016 exhibition next April.

Apart from the MD530G, Boeing AH-6i and ex-US Army Kiowa Warriors were also considered to fulfill the Light Scout Attack Helicopter requirement.

It is not known what type of weapons are to be procured for the Little Birds. According to MD Helicopters, the MH-530G could be fitted with a range of weapons systems from the Dillon Aero M134D minigun, the FN Herstal 50 caliber Heavy Machine Gune Pod or the Heavy Machine Rocket Gun Pod, the Talon guided rockets and the Hellfire ATGM. The helicopter could also be fitted with personnel carrying rig.

It is expected that the Little Bird version to be procured is the same as the example displayed at LIMA 2015 earlier this year.

Among others, the MD 530G displayed at LIMA featured the 650 shp Rolls Royce 250-C30 engine, longer main-rotor blades, high-capacity landing gear, the Moog Stores Management System (SMS), Harris Corporation’s RF-7850A-UA tactical radio and the Thales’ Scorpion helmet-mounted cueing system.

It also featured the Mace Aviation Extended Range Weapons Wing(ER2W), FN Herstal Machine Gun Pods and Rocket Machine Pods, Dillon Aero M134D-H Mini-Gun, the L-3 Wescam MX-10, and M260 rocket pod with TALON laser-guided rockets.

New Radars for Malaysian ESSCOM

AIRBUS Defence and Space Spexer 2000 Coastal AESA radar has been selected as part of a new Coastal Surveillance System (CSS) in the AOR of ESSCOM in eastern Sabah. The new radar will complement the current CSS 1206 radars, according to Defence Minister Datuk Seri Hishammuddin Hussein today.

The CSS 1206 is of course the radar system which was given as grant by the United States in 2006. Hence it is designated the 1206. For more on the CSS 1206 go here.

The CSS 1206 radars have a range of 20km while the new Spexer radar range is up to 40km. However, Hishammuddin who released the details of the new radar in a press release, did not revealed when the new system will become operational.The new Spexer radars which will be funded by Petronas, according to Hishammuddin are part of the on-going programme to enhance the security of eastern Sabah following the 2013 Lahad Datu incursion.

According to Airbus, the SPEXER radars are the first operational land-based surveillance radars worldwide using Active Electronically Scanned Array (AESA) technology as well as innovative Digital Beam Forming (DBF) technology benefiting from our experience gained in the military sector.

As for the Spexer 2000 Coastal, the company stated that the high-performance coastal surveillance radar for the automatic detection, classification and tracking of sea, ground and low-flying air targets up to 40 km (24.9 mi; 21.6 NM) – even under extreme climatic conditions. Developed for the specific requirements of security scenarios with asymmetric threats.Detection Ranges:

Among the others items being funded by Petronas for the ESSCOm – which was created following the incursion – are two sea bases. One of the sea bases is a decommissioned oil rig designated as Pengkalan Laut Tun Sharifah Rodziah and Pengkalan Laut Tun Azizan, a converted former cargo ship. Hishammuddin visited the Tun Sharifah Rodziah today.

Both sea bases have been operational since May. They served as the forward operational bases for units involved in operations to prevent incursions from southern Philippines, from smugglers to terrorists.

Malaysia signs deal for UK made SAMs

Malaysia has signed the deal for the procurement of the Thales Starstreak V-Shorads, ahead of the official visit of the UK Prime Minister on  Thursday.Industry sources told Malaysian Defence that the deal

involved Global Komited Sdn Bhd which will supply the GM-K1 vehicles and Thales UK, the producer of the Starstreak V-Shorads. The deal will also include light weight multiple launchers, radars and command and control system.Global Komited, a subsidiary of Weststar Group and Thales signed the agreement to market the Starstreak system to the Malaysian Armed Forces at  DSA 2014.
The Starstreak will replace the Thales Starbust V-Shorads which had been used in the air defence of military bases.

As the signing today is for the LOA, the  LOI for the deal would have been signed much earlier but was kept under wraps until today.David Cameron, the UK PM will be in Kuala Lumpur Thursday for a 12 hour visit, the last leg of his  South East Asia tour and the first to the region since his recent re-election.The Starstreak deal is the only defence item procured during the visit.

Malaysian Army Receives 12 Units Of IFV25 From Deftech

DRB-Hicom Defence Technologies Sdn Bhd (Deftech) on Saturday handed over 12 units of infantry fighting vehicles with 25mm gun (IFV25) to the Malaysian Army at Deftech plant here.

The handing over of the 8x8 vehicles called 'Gempita' by DRB-Hicom group managing director Tan Sri Mohd Khamil Jamil to army chief Gen Tan Sri Raja Mohamed Affandi Raja Mohamed Noor was witnessed by Prime Minister Datuk Seri Najib Tun Razak.IFV25 is the first of 12 variants of fighting vehicles developed and manufactured by Deftech in Pekan.

Earlier Najib attended a closed door briefing by Deftech at the factory site before touring the plant to check out Deftech's operation.Meanwhile, Mohd Khamil said the handover is part of the 257 units to be manufactured by Deftech for the army based on a contract in 2011."The 12 units were designed, developed and manufactured by Deftech here and next year, 67 more units will be handed over to the army," he said.He said to ensure production objective and capability of each machinery meets expectations, Deftech invested RM500 million to upgrade its infrastructure, equipment and manpower.

Raja Mohamed Affandi said the latest asset would further raise the level of preparedness of the army against enemy threats."The assets will further enhance us in monitoring strategic locations."We are confident the vehicles will be different from fighting vehicles we have currently and will further boost the image of the army," he said.

U.S. and Malaysia Conducts MALUS AMPHEX 2014 in Sabah

Members of the United States and Malaysian armed forces came together to officially open Malaysia – United States Amphibious Exercise 2014 during an opening dinner at Kg Tanduo, Malaysia, Aug. 26.
The exercise, planned over the span of several months, is designed to improve participating forces’ amphibious training, readiness and interoperability.

Approximately 500 Marines and sailors from the 11th Marine Expeditionary Unit will be partnered with members of the 7th and 22nd Royal Malay Regiments. A small number of planners from Amphibious Squadron Five and the Makin Island Amphibious Ready group will also be partnered with planners from the Malaysian Armed Forces.Col. Matthew Trollinger, the 11th MEU’s commanding officer, urged participants to use the exercise as an opportunity to learn from each other and to work together.
“The U.S. and Malaysia have shared a longstanding military relationship and we are grateful to build upon that tradition over the next week,” said Trollinger.

Partnered training with the Malaysian Armed Forces includes shipboard familiarization, medical and dental capabilities, weapons familiarization, amphibious rehearsals with ship-to-shore connectors, live-fire ranges, rapid response planning process, execution of an amphibious assault and landing, and reconstitution.
The U.S. military and Malaysian Armed Forces have partnered in counter-terrorism operations since 1985 and have participated in numerous exercises over the years.MALUS AMPHEX 14 is a realistic and challenging exercise that brings service members closer and improves both nations’ ability to work bilaterally, which better prepares both nations to provide regional and global security.
