Singapore Receives Fourth Littoral Mission Vessel







The Republic of Singapore Navy (RSN) has taken delivery of its fourth Littoral Mission Vessel (LMV).

The warship, which will be in service as RSS Justice with pennant number 18 once it is commissioned, was handed over by Singapore shipbuilder ST Marine on 31 October, sources close to the matter confirmed with Jane’s on the day after.

Justice , which was launched by ST Marine in March 2017, will now undergo an installation, checkout, integration, and testing (ICIT) phase for various systems on board the ship in the next few months. The platform is currently scheduled for commissioning in 2018.

Justice is part of a contract awarded to ST Marine in January 2013 for eight LMV platforms. The vessels are progressively replacing the RSN's fleet of Fearless-class patrol vessels that have been in service since the mid-1990s. First-of-class LMV, RSS Independence (15) was commissioned in May 2017 and is currently deployed with the RSN’s 182 Squadron as an operational component of the Singapore Armed Forces’ (SAF’s) Maritime Security Task Force (MSTF).

The LMV platform measures 80 m in length, 12 m in breadth, and has a hull draught of 3 m. Powered by two MTU 20V 4000 M93 engines in a combined diesel and diesel (CODAD) configuration, the 1,250-tonne warship has a top speed in excess of 27 kt and a standard range of 3,500 n miles at 15 kt.

Singapore and Malaysian Navies Conclude Bilateral Maritime Exercise






The Republic of Singapore Navy (RSN) and the Royal Malaysian Navy (RMN) participated in Exercise Malapura, a bilateral maritime exercise, from 18 to 28 July 2017. The opening ceremony, held on 19 July, was officiated by RSN Fleet Commander Rear-Admiral Cheong Kwok Chien and RMN Western Fleet Commander Vice-Admiral Dato' Mohamad Roslan bin Mohamad Ramli. The closing ceremony was held earlier today at the RSN's Fleet Command Building in RSS Singapura - Changi Naval Base.

Conducted since 1984, this year's exercise was hosted by the RMN and involved about 600 personnel from both navies. The participants carried out joint planning and training at Lumut Naval Base, and conducted conventional naval warfare and maritime security drills in the Malacca Strait. The RSN participated with a frigate (RSS Formidable), a missile corvette (RSS Victory), a patrol vessel (RSS Resilience) and a Sikorsky S-70B Seahawk naval helicopter. The RMN was represented by a frigate (KD Lekiu), a corvette (KD Kasturi), a patrol vessel (KD Selangor) and a Super Lynx helicopter.

Speaking on the successful completion of the exercise, Commander of the RSN Task Group, Colonel Anthony Lee said, "The good mutual understanding between our sailors was key to the successful conduct of this exercise. Both navies demonstrated high levels of interoperability during shore planning and various warfare serials at sea. This is testament of the good friendships and trust that have been forged over the years."


The RSN and RMN interact regularly across a wide range of activities. These include professional exchanges and courses, as well as multilateral activities under the ambit of the Five Power Defence Arrangements and the ASEAN Defence Ministers' Meeting (ADMM)/ADMM-Plus. The two navies have also been working closely to enhance maritime security through the Malacca Straits Patrol. These regular interactions strengthen mutual understanding and professional ties among the personnel of both navies, and underscore the warm and long-standing defence ties between both navies.

Boeing Completes Deliveries of F-15SG Jets to Singapore




Boeing has completed the delivery of eight more F-15SG Eagle multirole fighter jets to Singapore, according to data from the U.S. Federal Aviation Administration.

The FAA’s website showed that the last of eight F-15SGs on its civil register had its registration canceled in the middle of June, with export being listed the reason for cancellation and its destination listed as Singapore.

This last aircraft, with the FAA registration N361SG/05-8361, was classified as an experimental aircraft in its registration details under the categories of research and development as well as crew training. It is the only one of the eight to be classified as such, and had been noted to be flying over Boeing’s facilities in St Louis, Missouri, as far back as September 2016.

The reason for this classification is unknown; however, the FAA defines its research and development classification as “to conduct aircraft operations as a matter of research or to determine if an idea warrants further development. Typical uses for this certificate include new equipment installations, operating techniques, or new uses for aircraft,” while crew training is for aircraft that are used “for training the applicant’s flight crews in experimental aircraft for subsequent operation of aircraft being flight tested in type certificate programs or for production flight testing”.


These eight F-15SGs on the FAA’s database were first registered in mid-2014 by Boeing. Deliveries of these aircraft began in early 2016, with the first aircraft seen in April at the Republic of Singapore Air Force's training detachment at Mountain Home Air Force Base in Idaho.

It's unknown why Boeing registered the military F-15SGs on the FAA’s civil aircraft database, with a source having suggested to Defense News that it may be due to the aircraft being acquired by Singapore under a Direct Commercial Sales contract with Boeing, although previous batches of Singapore’s F-15SGs and military aircraft for other countries acquired under similar contracts were not placed on the FAA register.

When asked, Boeing referred Defense News to Singapore’s Defence Ministry, which in turn declined to confirm if Singapore has taken delivery of the jets, citing operational security.

Singapore, which is very secretive regarding its military, has also not disclosed the number of F-15SGs it has acquired, although a count of the airframes seen so far would indicate that it has 40 aircraft if these latest eight are included.

The F-15SG is one of the most advanced F-15 models currently in service, being equipped with the Raytheon AN/APG-63(v)3 active electronically scanned array radar and Lockheed Martin’s Sniper targeting pod.

Singapore also flies 60 Lockheed Martin F-16C/D Block 52 fighters that are currently being upgraded with AESA radars and new mission computers, and is a partner in the Lockheed Martin F-35 Joint Strike Fighter Program, although it has not committed to any orders.

Singapore Details Ongoing Upgrades to Leopard 2SG MBTs

The Singapore Armed Forces (SAF) is continuing to improve the combat effectiveness of its fleet of ex-Bundeswehr Leopard 2A4 main battle tanks (MBTs) with new capabilities, with the most recent addition revealed to be a commander's panoramic sighting system.

At least two upgraded Leopard 2A4 MBTs - which are operated by the Singapore Army under the designation of Leopard 2SG - featuring the new system, called the Commander's Open Architecture Panoramic Sight (COAPS) were exhibited in public at the Army Open House 2017 (AOH 2017) event from 27-29 May.

"COAPS is part of the SAF's effort to upgrade the Leopard 2SG since 2010," the Ministry of Defence (MINDEF) revealed to Jane's in an 18 June statement. "Other ongoing upgrades include [the installation] of battlefield management system (BMS), crew compartment cooling system, auxiliary power unit [APU], reverse camera, internal vehicle electronics, and fire-control system [FCS] modifications."

Singapore Army personnel with whom Jane's spoke to at AOH 2017 said the new sighting system is supplied by STELOP. The company is a subsidiary of Singapore Technologies (ST) Electronics, which is the advanced electronics and communication development arm of local defence prime ST Engineering. However, industry sources told Jane's that STELOP is manufacturing COAPS under license from Israel's Elbit Systems Electro-optics (ELOP), which has been offering the system on the international market since it was launched in March 2010.

According to Elbit's specifications, COAPS is a modular dual-axis stabilised sight aimed specifically at armoured fighting vehicle (AFV) and MBT applications. Based on an open architecture design, it can be configured with different sensors, including 3-5 µm or 8-12 µm thermal imagers, day and night charge-coupled device (CCD) cameras, and eye-safe laser rangefinders, to suit mission requirements.

Singapore Allocates SGD10 Million Towards Upgrading of Submarine Rescue Ship





The Republic of Singapore Navy (RSN) has set aside SGD10 million (USD7.1 million) towards upgrades of its submarine rescue ship and its related sub-systems.

The matter was revealed by the RSN chief, Rear Admiral Lai Chung Han during his presentation at the International Maritime Security Conference, which was held in conjunction with the IMDEX 2017 maritime defence exhibition at the Changi Exhibition Centre on 16 May.

The admiral has, however, not given further details on the planned upgrades, saying only that these will result in "better submarine rescue capabilities" for the RSN. The upgrades will take place over the next two years, he added.

The RSN has been operating a 4,300-tonne helicopter-capable ship, MV Swift Rescue, jointly with a commercial operator since April 2009. The 83 m vessel is equipped with a 9.6 m, 25-tonne submarine rescue vehicle (SRV) known as the Deep Search and Rescue-6 (DSAR-6), and a remotely operated vehicle (ROV) equipped with manipulator arms.

Swift Rescue is currently the only ship in Southeast Asia that is capable of mating and conducting collective rescue and transfer of distressed submariners while under pressure. The platform is equipped with a recompression chamber that can rehabilitate up to 40 rescued submariners, in four separate compartments, at any one point of time.

Singapore, Thailand and US Conclude Trilateral Air Exercise





Exercise Cope Tiger, a trilateral air exercise conducted by Singapore, Thailand and the United States (US), came to a close today at Korat Air Force Base, Thailand. The closing ceremony was officiated by Singapore's Chief of Air Force, Major-General Meryvn Tan; Chief of the Air Staff of the Royal Thai Air Force (RTAF), Air Chief Marshal Surasak Toongtong; and Air National Guard Assistant to the Commander of the US Pacific Air Forces, Major General James O. Eifert.

The exercise, the 23rd in its series, was conducted in two phases. The first phase was a command post exercise, held at the Multinational Operations and Exercise Centre in Changi Naval Base, Singapore, from 6 to 9 December 2016, while the second phase was a flying training exercise conducted at Korat Air Force Base, Thailand, from 20 to 30 March 2017.

This year's exercise involved 70 aircraft, 43 ground-based air defence systems and about 2,000 personnel from the participating nations. The Republic of Singapore Air Force (RSAF)'s participation comprised 22 aircraft (5 x F-15SG, 6 x F-16C/D, 6 x F-16D+, 1 x G550-AEW, 1 x KC-135R and 3 x Heron-1 Unmanned Aerial Vehicle (UAVs)), 8 GBAD systems and approximately 800 personnel. The RSAF's Heron 1 UAV also participated in the inaugural RTAF-RSAF Combined UAV Training with the RTAF Aerostar UAV.

The RSAF Exercise Director for Exercise Cope Tiger 2017, Colonel Chan Ching Hao, shared the significance of the annual large-scale trilateral air exercise. He said, "We value the excellent opportunity that Exercise Cope Tiger provides for us to train alongside our counterparts from Thailand and the US. This large-scale exercise allows us to hone our combat readiness and operational capabilities in air defence, strike and UAV operations. The successful conduct of the exercise has further enhanced our interoperability, and bears testament to the strong defence relationship shared between the three participating countries."

The exercise participants also took part in a two-day joint socio-civic programme, where they provided basic health and dental services to the local community in the vicinity of Korat Air Force Base and Chandy Range.

Conducted annually since 1994, Exercise Cope Tiger seeks to enhance professionalism and interoperability among the participating forces, and promote closer rapport and mutual understanding among their personnel.

Singapore Navy Launches Fourth Littoral Mission Vessel




Senior Minister for State for Defence Dr Mohamad Maliki Bin Osman officiated at the launching ceremony of the Republic of Singapore Navy (RSN)'s fourth Littoral Mission Vessel (LMV), Justice, at the Singapore Technologies Marine (ST Marine)'s Benoi shipyard today. The LMV was launched by Mdm Sadiah Shahal, wife of Dr Maliki.

Speaking at the ceremony, Dr Maliki highlighted that given the increasingly volatile maritime domain, the LMVs aptly illustrate how the RSN is "looking ahead to the next 50 years to make sure it stays relevant and ready for the challenges ahead." He added, "the RSN has designed the LMV to conduct a wider range of operations in a more complex environment. It will give the RSN greater mission flexibility and sustainability."

The launch of Justice is another significant milestone in the RSN's continued transformation to keep Singapore's seas safe. The LMVs are faster, more versatile, and equipped with sharper capabilities to further strengthen the RSN's effectiveness in seaward defence. The LMVs can be quickly configured with mission modules to take on a wide spectrum of operations, allowing the crew to deliver calibrated responses using lethal and non-lethal options to deal with a range of maritime threats.

The LMV project is progressing well, with LMV Justice expected to be fully operational by 2018, and all eight LMVs by 2020. The first three LMVs, Independence, Sovereignty and Unity, are presently undergoing sea trials and LMV Independence will be commissioned during the RSN's Golden Jubilee on 5 May 2017.

Also present at the ceremony were Chief of Navy Rear-Admiral Lai Chung Han and senior officials from the RSN.

Singapore Army - Commissioning of SAFARI Weapon Locating Radar (WLR)



The SAFARI Weapon Locating Radar (WLR) was commissioned this evening. Highly mobile and responsive, the SAFARI WLR enhances Army’s force protection against indirect fires.

Its commissioning today, held in conjunction with the turn-ops parade of the SAFARI WLR Detachment from 24 SA, marks a milestone in the Singapore Artillery’s 3rd Generation Transformation!

Chief of Army, MG Melvyn Ong, emphasised that the successful operationalisation of the SAFARI enables the Army to “leverage on technological advancements to enhance our capabilities while right sizing manpower demands”.

With the introduction of the SAFARI WLR, the battery size will be reduced from the usual 18 men crew to 11 men. The newest early warning technology of the SAFARI will also“strengthen our networked sense and strike capabilities” and ensure that our troops “will be better protected, more efficient and deadlier in the battlefield”.

Singapore Navy Launches Second Littoral Mission Vessel




Deputy Prime Minister and Coordinating Minister for National Security Mr Teo Chee Hean officiated at the launching ceremony of the Republic of Singapore Navy (RSN)'s second Littoral Mission Vessel (LMV), Sovereignty, today at the Singapore Technologies Marine Ltd (ST Marine)'s Benoi Yard. The LMV was launched by Mrs Teo Chee Hean, wife of DPM Teo.

Speaking at the ceremony, DPM Teo highlighted that as a maritime nation, Singapore relied heavily on the sea as its lifeline, and it was important that the RSN remained a strong maritime force amidst an increasingly complex and challenging maritime security landscape. He said, "The RSN and its national maritime security partners conduct round-the-clock operations to protect our territorial integrity, counter piracy and respond to maritime contingencies. To deal with the increasing range and complexity of seaborne threats, our maritime security forces have to work very closely together, making the most effective use of the resources and manpower that we have."


DPM Teo also recognised that the LMVs, which tap on technologies, innovative engineering and logistics design to enable smarter operations, would form an important part of Singapore's maritime force. He added, "With its integrated sensors and weapons, as well as advanced C4 systems, the LMV will be more efficient and effective vessels that enhance our ability to detect and respond to current and future maritime threats."

The launch of the LMVs is a significant milestone in the RSN's continued transformation to keep Singapore's seas safe. The LMVs are faster, more versatile, and equipped with sharper capabilities to further strengthen the RSN's effectiveness in seaward defence and the protection of Singapore's sea lines of communication. The LMVs can be quickly configured with mission modules to take on a wide spectrum of operations, allowing the crew to deliver calibrated responses using lethal and non-lethal options to deal with a range of maritime threats.

The LMVs are the RSN's newest ships and will replace the Fearless-class Patrol Vessels, which have been in service for around 20 years. All eight LMVs are expected to be fully operational by 2020. The first LMV Independence was launched on 3 July 2015 and is presently undergoing sea trials.

Also present at the ceremony were Minister for Defence Dr Ng Eng Hen, Senior Minister of State for Defence Dr Mohamad Maliki Bin Osman, Chief of Navy Rear-Admiral Lai Chung Han, and senior officials from the Ministry of Defence and the Singapore Armed Forces.

Singapore Armed Forces Set to Boost Counter-Terrorism Capabilities

The Singapore Armed Forces (SAF) will improve its ability to respond to terrorism-related incidents and deter potential attacks with new equipment and training resources, Defence Minister Ng Eng Hen revealed during the country's latest parliamentary budget debate on 7 April.

In an official transcript released by the Ministry of Defence (MINDEF) on 8 April, Ng noted that the members of the SAF's Special Operations Task Force (SOTF) - which is staffed by elite troops from the Singapore Army's Commandos and Republic of Singapore Navy's Naval Diving Unit (NDU) and leverages on assets from the three services - are the SAF's first responders against terror attacks and must be equipped with the means necessary to deal effectively with armed terrorists.

Ng said the SAF is partnering with defence science organisations to equip the SOTF with new technologies that will enable it to perform its tasks more effectively. These include palm-sized micro-unmanned aerial vehicles (micro-UAVs) that are capable of operating in complex urban terrain, as well as multi-rotor UAVs for improved situational awareness. The SOTF will also be able to leverage on intelligence gathered by the air force's Heron 1 medium-altitude long-endurance UAVs.

"The clear and present threat upon us is terrorism. As of now, there is no specific intelligence of any imminent plot against Singapore, but the general assessment by our intelligence agencies indicates that almost all cities are likely targets, including Singapore," he said, noting that countries such as Belgium, Indonesia, France, Turkey, and Pakistan have suffered attacks within the past 18 months.

To hone its troops for these missions, the SAF will build a new urban combat training facility that will feature complex road networks, transportation nodes, as well as high-rise structures with integral target training systems for live-firing drills.

While Singaporean troops are already deployed to secure critical infrastructure such as Changi International Airport and the energy and chemicals facilities on the southwestern Jurong Island, Ng said that the SAF will train and equip additional units to conduct deterrence patrols in public areas.

Singapore put its new Elta Systems Multi-Mission Radar




The Republic of Singapore Air Force (RSAF) put its new Israeli Aerospace Industries (IAI) Elta Systems radar through its paces at the recent Exercise Cope Tiger.

The EL/M-2084 S-band unit, known as the Multi-Mission Radar (MMR) in RSAF service, was revealed for the first time in the multilateral exercise between Singapore, Thailand and the US.

The EL/M-2084 Multi Mission Radar (MMR) 3D AESA is the radar sensor unit of the SPYDER-MR. The EL/M-2084 operates in the S-band. It can process up to 1100 targets when in air surveillance mode and also detects targets located 250 km away. When the radar is static, it covers 120° in the azimuth.
