Embraer rolls out KC-390 military airlifter

Today Embraer rolled out the first prototype of the KC-390 military transport from the production hangar at the industrial plant of Gavião Peixoto, Brazil. The event was attended by the Brazilian Minister of Defense, Celso Amorim, the Commander of the Brazilian Air Force, Lieutenant-Brigadier General Juniti Saito, and delegations and representatives from more than 30 countries. This milestone rollout will allow the Company to perform important ground tests prior to the aircraft’s first flight, planned to take place by the end of this year.“This significant milestone of the KC-390 Program demonstrates Embraer´s ability to manage such a complex and high-technology project and to perform it on track,” said Jackson Schneider, President and CEO, Embraer Defense & Security. “It paves the way for the beginning of the ground tests to prepare for the first flight.”

“The KC-390 will be the backbone of the FAB’s air transportation network. It will be able to operate in both the Amazon and Antarctica. The jet engines give the aircraft enormous agility in fulfilling all of its missions, faster and better,” stated Aeronautics Commander, Lieutenant-Brigadier General Juniti Saito.Following the rollout, the aircraft will continue with initial systems evaluations leading to the first engine run, and then to the ground vibration tests and the other planned ground tests. This aircraft is the first of two prototypes that will be used in the development, ground, flight and certification test campaigns.The KC-390 is a joint project of the Brazilian Air Force with Embraer to develop and produce a tactical military transport and aerial refueling airplane that is a significant advance in terms of technology and innovation for the Brazilian aeronautics industry. The aircraft is designed to establish new standards in its category, with a lower operating cost and the flexibility to perform a variety of missions: cargo and troop transport, troop and cargo air delivery, aerial refueling, search and rescue, and combating forest fires, among others.

On May 20th, 2014, Embraer and the Brazilian Air Force signed the series production contract for the delivery of 28 KC-390 aircraft and associated initial logistic support. Besides the order by the Brazilian Air Force, there are currently intentions to purchase for additional 32 aircraft from other countries.

Brazil to add third converted 767 tanker



Brazil is to sign a revised contract soon to add a third converted Boeing 767-300 tanker to its air force inventory, according to Israeli defence sources.

In March 2013, the Brazilian air force command selected Israel Aerospace Industries for the conversion of two commercial Boeing 767-300ERs, with options for an additional two. These will replace the service’s four retired KC-137s (militarised Boeing 707s), which had been in use since 1986.The modified 767s will be configured with under-wing hose-and-drogue refuelling pods to support Brazilian air force fighters.IAI is offering the Boeing 767 in a flexible configuration comprising hose-and-drogue pods, a boom, or both. It has already delivered one modified example to the Colombian air force, nicknamed “Jupiter”.

At least one of the 767s included in IAI’s initial contract with Brazil will be converted by its Bedek division, with the rest to be adapted in the country by TAP Manutenção e Engenharia Brasil. To be conducted under Israeli supervision, the local conversion is part of an IAI effort to increase its co-operation with local companies in Brazil.

Thales Provides Avionics Equipment To Brazilian Army’s Modernised Helicopters





Thales will provide its Integrated Electronic Stand-by Instrument (IESI) to modernise the Esquilo/Fennec helicopter fleet of the Brazilian Army. A total of 36 helicopters will be retrofitted with the Thales system with completion expected in 2018.The first batch will be completed by 2014, whereby Thales’s IESI will be integrated into six initial helicopters by Helibras, the Brazilian subsidiary of Airbus Helicopter.The Thales IESI performs three essential back-up functions: artificial horizon, altimeter and airspeed indicator, all in a single Line Replaceable Unit (LRU). Already flying onboard Sikorsky S-76D, the Thales IESI has also been selected by Airbus Helicopters for its range of light and medium-lift helicopters including the Ecureuil family, the EC135, EC145, EC155, EC175 and their military versions, including the modernised AS 365 K2 Super Pantera.

Thales’s IESI is perfectly suited for helicopter missions and performs well at low speed, low altitude and high turn rates. Resistance to High Intensity Radio Frequencies (HIRF), durability in humid, saline and high-vibration environments has been pushed to levels not previously reached by this kind of equipment. Together, these innovations ensure optimal operation in all types of circumstances and, in turn, the highest level of flight safety, reliability and low direct maintenance cost.

Thales’s IESI is also able to receive and control other functions such as Automatic Flight Control System (AFCS) back up, Radio Management System (RMS) back up, depending on customer requirements.

Brazil: World Cup Security enforced from the air







The ball will roll on the field, but one of the most important defenders for Brazil during the 2014 World Cup will be as high as 10 kilometers in the sky.A fleet of unmanned aerial vehicles (UAVs) operated by Brazilian security forces will be employed mainly around the borders and outside the urban areas of the 12 host cities, whose air traffic will be extremely restricted during the World Cup, according to Special Secretary for Security at Major Events Andrei Augusto Passos Rodrigues.“The UAVs are an extraordinary intelligence tool,” said Rodrigues, who has been discussing with the Federal Police (PF) and the Department of Defense how the aircraft will be utilized.

Because conventional, manned aircraft aren’t permitted to enter the same airspace where UAVs are operating, the Airspace Control Department must be notified 30 days in advance of any UAV flight.
The PF currently operates two UAVs, and the Brazilian Air Force (FAB) operates four. This week, the FAB will receive a fifth, a US$8 million UAV to be used during the World Cup. Equipped with 10 high-definition cameras, the UAV requires a 10-person team to operate it.The UAVs can remain in the air between 16 and 37 hours.“We will carry out the missions designated by the World Cup security coordinators. They are the ones who will decide exactly how these vehicles will be utilized,” said Lt. Col. Renato Alves de Moraes, the commander of the Hórus Squadron (1st/12th Aviation Group) at the Santa Maria Air Force Base, 293 kilometers from Porto Alegre, the state capital of Rio Grande do Sul.

Also known as drones, the UAVs are called ARPs (remotely piloted aircraft in Portuguese) by the FAB.
At the ground control center, officials operate and guide the ARPs via satellite. The pilots run the missions and manually control the aircraft in real time through video monitors.The images are transmitted around the clock by high-definition color cameras equipped with zoom and an infrared system that captures images based on heat signatures. It’s possible to identify people standing under trees or those who are armed, depending on the distance from the target, according to the Air Force.The UAVs currently in use by the FAB can capture images within a radius of up to 250 kilometers.

“We can use these aircraft to observe the areas around the stadiums and possible protests. The UAVs allow us to see in various directions,” Moraes said. “One of the greatest advantages of them is the pilot is not exposed to risks or stressors that could compromise the mission during flights that can last up to 30 hours.”

KC-390 Prototype Final Assembly Underway At Embraer

Embraer will begin final assembly of the first KC-390 multirole tanker transport at the end of April, marking a major milestone in the Brazilian company’s ambitious plans to diversify into the military airlifter market.
The fuselage, empennage and wing sections of the first aircraft are being completed prior to assembly at a specially built production site at Gaviao Peixoto, Embraer’s extensive test facility near Araraquara in south-central Brazil. The final body join, expected to take around three weeks, starts the clock ticking on a fast-paced development-and-test program, which is set to begin with first flight at the end of this year and culminate in entry into service with the Brazilian air force (Forca Aerea Brasileira-FAB) in 2016.

The twin turbofan-powered airlifter was launched in 2009 when the Brazilian government signed a development contract with Embraer. “Negotiations are ongoing” to convert a letter of intent from the FAB for 28 aircraft into a firm production contract, says Fernando Fialho, KC-390 program strategy manager. The company, which is building the initial two KC-390 prototypes under a firm contract, expects negotiations to be completed in coming months. In addition, Embraer holds letters of intent for a further 32 aircraft from Argentina, Chile, Colombia, the Czech Republic and Portugal.

Based on FAB requirements for a replacement for its fleet of 22 C-130Hs, the 115.5-ft.-long KC-390 has emerged as a key competitor to Lockheed Martin’s C-130J. Embraer believes its fly-by-wire, turbofan-powered KC-390 could take a 15-20% portion of the C-130 replacement market, which it estimates as 728 aircraft in 77 countries. Designed with faster transit speeds in mind, the International Aero Engines (IAE) V2500-E5-powered aircraft will be able to make short-field takeoffs and landings from austere strips and yet have an airliner-like cruise speed of 465 kt. (Mach 0.8) at an operational ceiling of 36,000 ft. The maximum payload will be 57,320 lb. (26 tons), although design range with a distributed load of 50,700 lb. is 1,200 nm.

After a series of design evolutions the final configuration was confirmed following a critical design review in 2013. The KC-390’s cargo compartment is 41.6 ft. long, 11.3 ft. wide and varies in height from 10.5 ft. in the aft ramp area to 9.7 ft. in the forward fuselage. An integrated cargo-handling system is designed for loading vehicles or, alternately, up to seven 88-in.-wide 463L-standard military air cargo pallets or, in a mixed configuration, 36 troops or 30 paratroopers and six 463L pallets loaded lengthwise. Up to 80 regular troops can be transported in airlift operations. The ramp is 19 ft. long, 11.3 ft. wide, and total useful volume of the cargo compartment is 5,968 cu ft.

Unlike the traditional assembly of previous Embraer aircraft, which begins with integration of the wing box and center fuselage, the KC-390 fuselage will be put together before the high-mounted wing is added. Czech manufacturer Aero Vodochody delivered the last major component, the rear fuselage, directly to Embraer in March, along with other elements including doors, hatches, the cargo ramp and fixed leading edge. The aft fuselage section, at 21.3 X 14.7 X 10.8 ft., was the largest single aerostructure ever made in the Czech Republic, according to Aero.

Other key structural partners include Argentina’s Fabrica Argentina de Aviones, which is responsible for the cargo ramp door, tail cone and spoilers; Portugal Engineering Manufacturing (OGMA), which provides fuselage panels, fairings and doors; St. Louis-based LMI Aerospace, supplier of leading-edge slats. Spain’s Aernnova, a longtime Embraer supplier with a plant in Sao Jose, is responsible for the composite flaps, ailerons and rudder.

An iron bird test rig for the KC-390 is also under assembly at Embraer’s Eugenio de Melo engineering facility in Sao Jose dos Campos. The rig will be used to validate avionics and flight controls, as well as electric and hydraulic systems. Close by in the same facility an engineering mockup of the cockpit and forward fuselage section has been assembled to help define the layout of the Rockwell Collins Pro Line Fusion flight-deck and mission-systems avionics, twin Elbit head-up displays and active side-stick controllers developed by BAE Systems.

Brazil Plans to Build Aircraft Carrier

Brazil plans to build an aircraft carrier with a foreign partner as part of an effort to enhance its military readiness, Defense Minister Celso Amorim told reporters today.“The idea is for it to be built in Brazil, probably based on an existing project,” Amorim told a group of foreign correspondents.

Latin America’s largest country will require a new aircraft carrier within 15 years and will modernize its existing one in the meantime, Amorim said.

Defence and security company Saab has signed a contract on deliveries of the RBS 70 VSHORAD (very short range air defence system) to the Brazilian Army. The order has a value of approximately MSEK 80 and comprises deliveries of man-portable launchers, missiles and associated equipment. First deliveries of materiel are scheduled during 2014.

The deal comprises an undisclosed number of RBS 70 man-portable launchers, Mk II type missiles, simulators, night vision equipment, a test set, maintenance tools, spares, associated equipment, and training for the weapon's operators and maintainers. The systems are among others intended to protectBrazil’s strategic infrastructure, and would be employed in protection of major incoming events, including the 2014 FIFA World Cup, and the 2016 Summer Olympics in Rio de Janeiro.

BRAZIL UPGRADES ITS SAO PAULO CARRIER – ANALYSIS





An obscure fact of Latin American military affairs is that the Brazilian Navy possesses its own aircraft carrier. The vessel, now five decades old, is currently undergoing repairs so that it can serve for at least a decade more. Nevertheless, given the fast pace of South American geopolitics and geosecurity affairs, serious questions should be raised whether or not Brazil actually needs a carrier in its fleet.

The Carrier

Brazil acquired its carrier from France in November 2000: the vessel is a non-nuclear, 36,000 ton, Clemenceau-type carrier, which was constructed in the early 1960s.The carrier, originally known as the Foch while it flew the French flag, “entered the dry-dock stage in Saint-Nazaire in 1957 and was launched three years later. It was towed to the Brest arsenal for completion. It entered active service in 1963 and ceased to be armed by the French Navy in 2000, when the Charles de Gaulle CVN came into service.”

When it was sold to Brazil, the Foch was renamed as Sao Paulo. It is worth noting that the Sao Paulo replaced Brazil’s other carrier, the Minas Gerais, which was launched by England during World War II (then known as the HMS Vengeance). The Minas Gerais served for 41 years in the Brazilian Navy starting in 1960 until it was decommissioned in 2001.

The website MilitaryFactory.com provides some additional details about the Sao Paulo, explaining that it “showcases a typical Western aircraft profile with a flat, unobstructed flight deck and starboard, … her deck allows for the launching of two fixed-wing aircraft simultaneously.”  The massive vessel has an overall length of 869 feet and is able to make headway at a top speed of 32 knots. According to details that have been released, the carrier has a crew of over 1,900 sailors. As for the aircraft that it transports, a December 2013 press release by the French shipbuilder DCNS, which is currently upgrading the Sao Paulo, says that the Brazilian warship has 18 Douglas A-4 Sky Hawk warplanes.  Meanwhile, a December 2012 note in Brazilian news agency R7 explains that the carrier also has Super Puma transport helicopters and Esquilo light helicopters. Tragically, the Sao Paulo has not served in the Brazilian Navy without incidents, as on-board fires in 2005 and 2012 killed and injured a number of sailors.

The Sao Paulo is the only carrier currently in use by a Latin American Navy. Nevertheless, COHA has been unable to unearth information on the types of operations this carrier has been involved in during the decade that it has been flying the Brazilian flag. An analysis in the website WarisBoring.com explains that the Sao Paulo has participated in naval exercises, such as sailing with a U.S. carrier, the USS Ronald Reagan.Additionally Argentine warplanes have occasionally landed on the Brazilian carrier, which serves as a confidence-building initiative between the naval forces of the two neighboring states.

Upgrade

It would appear that the Brazilian Navy has plans for the aging Sao Paulo. In early January 2014, the Spanish news agency Infodefensa.com reported that the French shipbuilding company DCNS had been asked by the Brazilian Navy to inspect the Sao Paulo’s forward catapult. The repairs to the Sao Paulo began in November 2013 at a naval base in Rio de Janeiro.

Brazil Opts for the Gripen NG after NSA spying sours Boeing bid - Saab shares soar




Brasilia: Saab AB beat out Boeing Co. to supply 36 jet fighters for Brazil’s air force after President Dilma Rousseff called alleged US spying on her government an affront to the South American nation.
The deal is worth $4.5 billion through 2023, the defence ministry said in a statement on Wednesday. “Brazil picked Saab over the Chicago-based company because of the performance and cost of its aircraft as well as willingness to transfer technology,” defence minister Celso Amorim told reporters in Brasilia. The other finalist was Paris-based Dassault Aviation SA.

Rousseff in September called off her state visit to Washington following reports the US National Security Agency (NSA) intercepted her communications with staff. On Wednesday she said the armed forces had a key role in strengthening cyber-security to protect privacy and Brazil’s sovereignty.
“Boeing only didn’t win the deal because of the lack of trust created by the spying incident,” Welber Barral, who was Brazil’s trade secretary from 2007 to 2011, said by phone. “Had the decision been last year, Boeing would have won.”

Boeing is disappointed and will work with Brazil’s air force to determine why it lost, according to an e-mail statement from the company.“Brazil’s government will maintain close commercial ties with the US,” Amorim said.

Brazil expects to sign the aircraft contract within 12 months, Air Force Commander Juniti Saito told reporters. Saab’s Gripen NG fighter jet will replace the Mirage 2000 that Brazil’s air force is scheduled to retire on 20 December. “It will be based on a similar model already being used in other countries,” Saito said.Saab offered a financing package and collaboration between the Swedish and Brazilian governments as part of its bid, the company said in a statement e-mailed yesterday.

It has marketed the aircraft as a less costly and more reliable alternative than that of some of its competitors. Switzerland has committed to buying 22 of the jets, though the decision may face a national referendum next year. Current Gripen versions are in service with the Swedish air force as well as the South African, Thai, Hungarian and Czech Republic armed forces.

Brazil’s decision is a setback for Dassault’s Rafale aircraft, which has struggled to build a presence outside France, with only India so far saying it wants to buy the fighter jet.
