Inhaling narcotics burning behind BBC News Reporter Quentin Sommerville has effect his report

BBC News Reporter Quentin appears to have gotten high while preparing a report on narcotics.
The reporter tries to complete the report many time but intermittently bursts into laughter.

The cameraman also seems to have inhaled some accompanying  Quentin in his giggling.
